problems with pll transmitter

I'm having a problem with getting the frequency to lock on my pll transmitter. I used a plastic card to turn the trimmer capacitor and still no luck any ides people? The transmitter isn't in a box and the dipole antenna hasn't been clipped to frequency either. I can post pics if required.

I found out im not putting enough power into the transmitter, which is causing the locking problem.

Its british made and based on the old veronica 4watt pll fm transmitter.
