The FCC can barely collect all the fines imposed on licensed stations...what do they expect out of pirate stations for crying out loud!
I know of one licensed outfit that has an outstanding 40 grand fine slapped on them back in 2009 and more on the way with the other licensed stations within the company.
And the big deal is getting fines out of pirates? ROFLMAO!!!

If I was to guess the "big deal" to get money from pirates, it's probably the fact that the pirate has few resources from which to defend himself legally whereas the "legal" station owner has the money to mount a defense with good lawyers. This could make collecting fines an expensive proposition for the FCC.
It's human nature to go for the "low hanging fruit", if you get my drift.
