OK I want to know since I had tried to start a petition to the FCC to try and increase our field strength to legally allow about a 1 mile range on FM and to open 87.9 for micro broadcasting (1 Watt or less). The power that is legally allowed is a joke at best. The reason I am so head strong for this petition is I believe in the long run it will help solve many issues that drive some of us to go into a gray area and operate an FM transmitter without the blessing from the FCC. I've tried on sites like part 15 dot us to achieve some following and interest to help me to construct such a petition. I've heard every reason why it can't be done and no real reason it can. Only maybe 4 people showed initiative to get the job done. However when I tried to be a motivator to get the job done I almost felt like my nuts were put in a vice. I do know that many of you folks like myself would be happy to be able to legally be able to neighborhood cast to about 1/4 to 1 mile to a portable Radio and maybe 2 miles (at best) to a super sensitive car Radio. Some work was done to try and figure what the uV would If we can show data as to where other countries that already have higher power allotment for low power broadcasting (Examples are New Zealand) as Johnny C of Rag FM talks about I feel we could get the job done. Plus Canada has already the BETS-1 standard where as the strength is 10 times the allowed part 15 power of 250 uV/m at 3 meters (10 feet). Am is far too noisy to really get listeners especially for an audiophile driven format such as Album Rock. There is already a proposal out there for allowing wireless microphones on the previously used for analog channel 5 and 6 and up to 88.0 Mhz with 50 mW and if the transmitter can access a data base of available blank frequencies you may be allowed a watt. That said there is a possibility for some FCC agents to listen to what we have to say. I am well aware of corporate greed from the NAB and how they are trying to stomp out LPFM but if we can show that their little problem would actually go away if the FCC would grant some room for hobby Radio operators to experiment and actually be able to run a true small neighborhood Radio station. As kids some of us done this with little or no issues from the FCC as long as we had clean transmitters. But some of the trolls have fought hard to try and put a stop to anything that would allow some range. Even AM I pointed out from an engineer on another site that you could legally have an elevated install as long as you hire an electrician to put an outlet on top of a billboard or pole where you want to install your TX. By law in many states your system had to be grounded for SAFETY. The anti Radio trolls went wild and wanted to castrate me on the spot. I feel I may have some interest here where we can talk more openly about this with out fear of being labeled. I run FM solely to promote my Internet station that plays Album Rock and to have folks who are in my area and can enjoy my station participate in it. Radio should not be for the Rich, but for some of us willing to provide something the commercial stations won't or can't. Who is interested in a better FM for hobbyists like myself? Hope I can get takers.

I too support your idea and I am totally in favor of it ! You are so correct when you say that alternative programming could and would be provided by said stations since the commercial broadcasters totally ignore many music types & genres in many, many communities ! Blues, Reggae and Soul are all but completely unheard in this radio market..

At the New Radio Revvolution we have set up a 7 Watt TX into a FMUser GP-V2 1/4 wave ground plane on the frequency of 87.7 Mhz. The antenna is on a pole about 10 feet from ground level. The rural area the station is set up at has trees and water nearby. The range is about 2.3 miles with very listenable reception to a good Radio about 1 1/4 miles to 1.7 miles sometimes 2 in some directions.
Talking to some operators in New Zealand they are talking about extending their power allowance to 20 Watts. They use what they call the gaurd bands for Hobby Radio which is JUST BELOW AIRCRAFT we're asking for 87.1-87.9 Mhz with a concentration on 87.7 Mhz the old audio frequency of channel 6. I believe its a possibility after the Net neutrality circus is over with the FCC and folks have proven to the FCC that the public is not going to take them constantly getting cozy with corporate that we can change the face of Radio to allow Hobby Broadcasting in rural areas or areas whereas their won't be a issue with say a 7-15 watt hobby station.
Lack of staff at the FCC and looking at 7200 Khz (7.200 Mhz) we see their enforcement has fallen due to the fact that they would rather kiss fanny to corporate big wigs like the NAB. But if they can't control Ham Radio there is little hope. You should monitor 40 meters these days and you'll get a grasp of the FCC and their failures too. The Net Neutrality vote to abolish the bars that Oboma helped to place against companies playing God with your Internet is more proof that the FCC really does not want to do any real work.
The break up of the Bell system should ring true as an example of why the FCC has a duty to allow more fairness in Radio and not allow only 6 millionaire media giants to control all of Radio. AM revitalization is again another circus led by the ringmasters at the FCC.
